Every state that runs a lottery participates in both Powerball and Mega Millions, so the numbers, jackpot, and odds for those two games are identical no matter which state you're in — only the tax withholding and claim process differ. Where states genuinely diverge is in their own in-state games: daily numbers games, regional draw games shared with a handful of neighboring states (like Cash4Life or Lucky For Life), and each state's own lineup of scratch-off tickets. These state-specific games typically offer much better odds than a national jackpot game, in exchange for smaller — though still often life-changing — top prizes.
Tax treatment is one of the biggest practical differences between states. A handful of states (Florida, Texas, and several others) have no state income tax at all, so winners there only face federal withholding. Most other states withhold their own tax on top of the federal rate, and those rates vary from under 3% to nearly 9% depending on the state. Anonymity rules vary just as much — some states let winners claim entirely anonymously, some only above a certain prize threshold, and others require the winner's name to become public record. The five states without a lottery — Alabama, Alaska, Hawaii, Nevada, and Utah — each opted out for different reasons rooted in state law or existing gaming regulation. Nevada, for instance, already has an extensive legal casino and gaming industry and has historically resisted adding a state lottery on top of it; Utah and Hawaii have broader state constitutional or cultural restrictions on gambling generally. Residents of those states can typically buy tickets when traveling to a neighboring state that does offer a lottery, though you must be physically present in a participating state to purchase a ticket — no state currently allows buying a physical ticket from outside its own borders without an in-state courier service.
