Lawmakers proposed one on and off since the 1980s, but it wasn't until March 2013 that Governor Matt Mead signed the Wyoming Lottery Act into law, and tickets didn't go on sale until August 24, 2014 β€” making Wyoming the 44th state to run a lottery. That timing explains a lot about why no jackpot has landed here yet: Wyoming has been playing Powerball and Mega Millions for barely a decade, versus 30+ years in states like California or Ohio.

Population is the other half of the story. Wyoming is the least populous state in the country β€” roughly 587,000 residents β€” spread across the ninth-largest land area in the U.S. Jackpot odds are identical everywhere a ticket is sold (1 in 292 million for Powerball), but fewer people buying tickets means fewer total entries into that drawing, and therefore a longer expected wait before any single state produces a winner.
